I can think of three reasons to give bonus:

1) To reward exceptional accomplishment
2) To get id of excess cash when the company is doing way to well.
3) To encourage more (or less) of a certain behavior

The best of these reasons is number 3.  A bonus should incent someone to do
something more or better.  So I'd turn the question around to you:

What do you wan these folks to do more of, or do better next year?
