Shoot from the hip answer is yes, the SQL product is required, and that it what we do. The SQL product precompiles it and then passes it through the appropriate RPG compiler. Basically it takes your embedded SQL and replaces it with calls to various API's and some other items. There are people that code their SQL this way instead of buying the SQL product. Frankly, I would think the maintainability would not be as nice. The SQL precompiler has some irritations, such as it doesn't like embedded /COPY statements.
