Debbie,

Several things to check...

(1) the settings in PC/Anywhere for the modem. Can't remember the particulars 
now
(of course...) but some of the drivers with certain modems had to have SPECIFIC
settings to get true speed.

(2) Could be that where you are located (assuming this is a regular ole phone
line...) that you are NEVER going to see the true speed... We just moved a year
ago (1 mile). Pre move I NEVER got connected higher than 28.8 with a 56K modem.
After the move 56K EVERY time... Answer: New wiring,  etc. in the area we are 
now
in...
(and I'm NOT a Realtor <BG>)
