Level checks are to ensure that programs have the proper record and field
definitions to be able to read and write the data correctly.  Since programs
don't use the column heading or text attributes of the fields, there is no
reason to include anything about them in the level ID generation algorithms.
I don't see any compromise in this, but perhaps my idea of level checks
differs from yours.  I don't know how close mine is to IBM's, but it hasn't
failed me yet. <grin>
