If you are running V4R4 you can create a DDM file with IP setting for the remote
AS/400.  As long as you have a RDDIRE for the remote system specified as IP and
DRDA and the same setup on the other AS/400  you can use the SAVRSTOBJ command
and specify your remote system as the name of the DDM file.  Try It you might be
surprised.  As far as encapsulation is concerned I am not a comms expert but was
just trying to highligh the extra overhead ANYNET adds,  whether thiis be
Encapsulation or adds a layer on top of the network layer it is EXTRA overhead.
