With all due respect this looks like a decription of FSIOP/FSIOA/INS etc. -
the card which runs or run OS/2 and Windows NT.
The question in subject is about MFIOP.
MFIOP is MultiFunction Input Output Processor.
This card contains logic and hardware which are common to peripheral cards,
attached to it - which in turn access disk drives, attach system to LAN
etc. etc.

AS/400 system can have many MFIOP cards, depending on requirements and
number of peripheral devices attached.
