We use hot dog from sausage software.  you work with the html code, and
it shows in a window below what the page looks like.  there is loads of
help to assist you with everything, so you don't have to remember the
html syntax.

there's no bloated code at all.  and you're in total control. 

we started using it about 4 years ago.  (you don't hear as much about it
now as you did in 1996.)  i went to a web seminar several months ago,
and they taught the html part using front page, and i didn't like it. 
frontpage seemed to have a mind of it's own.  and it would miss tags,
which makes the page totally useless in netscape.
