Yeah, at the risk of stiring up M$ addicts frontpage is crap. 
But, you need to tell us more about your site.
Who do you expect your visitors will be, how large will your site be, what
will your visitors be allowed to do with your site. 
If you just want a page saying "Hello world" and you know thats all you
will ever need then you could write that in NoteTab Lite (free) or in
Notepad. If you will have a multilevel site where the user will be
drilling for information then you will need something like HomeSite which
has site management capabilities. The larger the site the more automation
you will want from your site development tools. 


If you are a get your hands dirty know the code kind of person, and you
want the most control and biggest bang for your buck you should really go
download NoteTab lite by Eric Fookes (http://www.notetab.com/stn).
NoteTab is available in three versions, the Lite version which is free
lacks the syntax hilighting which is available in the Standard (9.95) and
Pro (19.95) version. Each of the versions is fully programmable and offers
a cool productivity enhancement called clip books which allow you to tuck
some of the repetative tasks behind the IDE, and all but the lite version
read and write EBCDIC. You can find a version comparision chart at

Another cool hands on editor is CoffeeCup 8.1, it is only 49.00. CoffeeCup
offers a few things that will make it much more useful if your site is
larger than a few pages. It is still a code based editor, but it has a
split screen which allows you to view the web page on the fly, no flipping
back and forth between editor and browser. It also offers a built in FTP
utility so you can pretty much do all your site maintenance from within

These and HomeSite are the only editors I ever use HomeSite is really
great because of the built in site management capabilities. With HomeSite
you can make extensive changes across multiple pages and multiple sites
with almost no effort. You can also open a site online, that is you can
make changes to a site by pointing HomeSite to the pages URL. HomeSite
will get the page for you and when you are done HomeSite will put it back,
no need for you to worry about ftping the page back and forth. To be fair
though HomeSite is not the only editor which does this and while it is not
the most expensive of the high end editors it is right pricey $99.00. Of
course to make the most of HomeSite, you would need to implement the
server side product ColdFusion but it is still a good editor.
