I suspect your user is killing the CA GUI window with the 'X' button rather than disconnecting. We've noticed the PC stack tends to still be connected for these cases (Telnet server still "sees" a client connected). Killing the window isn't killing the socket connection. Try having your user properly close the session with "Disconnect".
