Yes, the problem seems to be more complex than I originally thought.  I've
done several test programs using callb and callp, and they seem to work
fine.  I was wrong; ILE programs adopt authority just fine.

The program fails to do its job when QTCP calls my exit program.  I can't
tell whether it's something odd/special about QTCP or exit programs.
