Have you tried creating a CLP that calls the ILE program and adopting
authority via the CLP?

Subject: adopted authority/ILE

I create my fully-ILE program to adopt the authority of its owner, me. But
one of the modules, a CLLE, is unable to do things that I am able to do,
when run by someone else. Am I missing some step? The module simply does
not seem to be adopting authority at all.

Thanks.
