I tested this and everything worked fine for me.  I built a test RPG ILE
program that has a simple RPG ILE module that does a CALLB to a CLLE module,
that in turn does a CLRPFM against a file I have no authority to.  When I
change the program to USRPRF(*OWNER) it does the clear successfully.
