I wrote an article for Midrange Computing a few years ago explaining how to
do this with a break handling program and data queues. I created a utility
called DSPINTJOB (display interactive jobs) which lists active users and
allows you to display their screen and then use F5 to refresh.

If you are interested in trying this I will send you the source.
