Here it is.  The cmd DSPUSRSCN executes SCN001CL.  The users need to have
SCN004CL added as a startup program or as part of their current start up
program.  It's been a while since we implemented it, but I think the only
other thing I remember is changing the cls to use qgpl instead of qrplobj.
The original source used qrplobj for all of the data queues and msg queues,
but we were having some authority problems, so we switched to qgpl.  Then
you just need to clean up the msg queues if someone doesn't sign off
cleanly.
