Yes, the TCP PACKETS sent to a web server could certianly effect it...
but EMAIL messages sent to a web server would not (I'm seperating the
server functions ... a web server would not respond to email messages).

TCP Packets and email messages work at different levels.  TCP Packets
work at the protocol level, while email messages work at the application
level.
