Don't know the max size of records in .XLS but if you want to do it in a CL program, you might consider a product by Millennium Information Systems called "Convert to PC File".  It allows any database file to be converted to a true Excel file.  Prior to this, I had used the CPYTOIMPF command by IBM but this only allows creating a delimited file and has limitations and some problems (doesn't allow headings, doesn't recognize embedded commas or double quotes, etc.).  The utility is inexpensive also (under $500 I think).  If you're interested in this, send an e-mail to mailto:markdonovan@millenniumis.com.
