PeopleSoft used the AS/400 almost exclusively as a database server. They have programmers who brag about being able to fit an entire complex program into one humongous SQL statement. Not only that, but in some cases these humongous statements are generated dynamically on the fly. These are sometimes called "Queries from Hell" by those who have had to deal with the resulting performance and service problems. PASE wouldn't have done anything to simplify or assist with all of their database I/O; embedded SQL is not supported from the PASE environment.
