We have used the solutions mentioned already. We found a pitfall to this.
Watch the change tracking. We were finding strange wording popping up in our
html. We found that changes that were made to the document were coming
across to the html code.

Now that we know that, we edit out those items and save as html. We
currently serve our html from physical files. We have a generic file
transfer to transfer the html to the AS400 into a physical file. We use a
cpyf from there to move the code to the desired file.

We want to convert  MS Word documents(including pictures) into HTML, and
