First you create the UD Field as a distinct type:

CREATE DISTINCT TYPE MONEY AS DECIMAL(15,2)

Then in the create table, you specify the type as MONEY:

CREATE TABLE DOLLARS (AMOUNT MONEY, WHEN TIMESTAMP)

Done.
