I had a client a few years back want to do this. He had a phone switch (can't remember which one now) that could be made to do things via RS-232 asynch connection. The general idea is that a batch job would run on the 400 accepting requests from users, such as 'dial a certain phone number'. The batch job would process each request in FIFO order by sending commands to the switch over the asynch line. Commands could be strung together and sent to the phone switch in such a way as to select an outside line, dial a call, and then transfer the call to the extension associated with the terminal. Now, 'accepting requests from users' really means that the application is updated so that pressing a function key or some such causes the phone request to be dropped in a file or on a data queue or such. No matter how hard I try, touching the screen (now where is that mouse anyhow?) on a truly dumb terminal does nothing but leave a smudge...
