Purchase the product 57xx-ST1 from IBM and install that on your 400.
Pull out your old handouts from COMMON from John Sears about Intro to SQL.
Point your Book Manager to the manuals:
DB2 for OS/400 SQL Programming
DB2 for OS/400 SQL Reference
Beg for some samples
Remember that a CURSOR is similar to a SETLL/READ loop

How well does imbedded SQL work with device files?

But, I will admit that I have not tried it with database files.  What 
is the minimum release level needed? (I currently target V3R1).  How 
do I get started?

Well, yeah, IF you use the record IO stuff.  But I use it without any
problems with imbedded SQL.  Works just fine.
