I had seen reference to CPYTOSTFM and did not pay much attention.  Didn't 
realize that it relatyed to IFS.  Sure wish it didn't want a flat file though.  
The file I need to get to QOpensys is a database file already due to other 
operations up to that point and would much rather deal with externally 
described vs. program described.  Also did not know RPG IV pgms could 
manipulate IFS stuff.  

Anyway, I ended up with the following to copy my PDM options file to get the 
technique down.

CRTPF JCIROCCO/JWC RCDLEN(252)

CPYF JCIROCCO/JWCPDM JCIROCCO/JWC MBROPT(*ADD) FMTOPT(*NOCHK)

CPYTOSTMF FROMMBR('/QSYS.LIB/jcirocco.LIB/JWC.FILE/JWC.MBR') 
TOSTMF('/QOpenSys/JWC.TXT') CVTDTA(*TBL) STMFCODPAG(*PCASCII) 
TBL('/QSYS.LIB/QASCII.TBL')

Not sure why I needed a table (probably cause I missed something in the manual) 
instead of using  the CVTDTA(*AUTO) DBFCCSID(*FILE) STMFCODPAG(*PCASCII) but 
the file was garbage.

Finally figured out the MKDIR, MD and WRKLNK options.  Now looking for the 
equivilent of DIR or LS...

I created a folder and granted Public all permissions W, R,  and X.  Seems all 
objects/files placed into them then get no write, read or execute.  Strange.  
Will pursue farther.
