I would say that this is management's job to reward excellence and eliminate mediocrity. If they don't have the ba... woops... gumption... to do that, then the problem is in their hands and they'll never have a staff that wants to make them look good. (Making management look good is everyone's job). This way if people see that Joe Programmer, who rules and gets jobs done and is consistantly a great team player, gets a bonus, free steak dinner, shares of stock, company vehicle or somthing similar for his hard work, it will make others work harder.
