     You could create your own menu to replace *ASSIST menus. You should 
     be able to programatically control who gets access to QSYSOPR MSGQ.

Start your writers so the messages go to a queue other than QSYSOPR.

I'd recommend using one of the following commands:

STRPRTWTR DEV(PRINTER) OUTQ(*DEV) MSGQ(OTHERMSGQ)   
 
STRPRTWTR DEV(PRINTER) OUTQ(*DEV) MSGQ(*REQUESTER)
