You are correct. I got it wrong.
There is only one SDS per Program and you did code it correct. One thought,
I had a similar problem once due to Blocking. Please check the I/O
statistics what does it show. Does the I/O statistics change with each read?
Also since this looks like VARPG does the manual state any differences for
the INFDS.

Well, as an IBM Certified Specialist, I guess you'd know, but I thought
INFDS
and PSDS were two very different things.  Also, I was not aware that you
could have more than one PSDS in a program.  Very interesting - I'll have to
try this.
