Booth,

Out shop standard for panel layout is:

lines 1 and 2 are header information: command name, user id, program title, etc.
lines 3 thru about 7 or 9 is the subfile control and "position to" request
lines 8/10 thru 20 are the subfile entries
line 21 is for more/bottom
lines 22 and 23 are for command keys
line 24 for an error message subfile.

In the program we write header record, write command keys record, write ERRSFL, 
 EXFMT subfile.  All entries use the OVERLAY keyword.
