One shop I knew about instituted an automatic process whereby they used API's to do a WRKACTJOB and scan for jobs with changed priorities. This process then sent a message to the MIS manager and held the offending job. Jobs that MIS changed were put in a DB file; the program checked this file for "valid" priority changes...
