It is _VERY_ poor systems' management.  Why do users have *JOBCTL authority in
the first place?  All you need is one person with a runaway query to change
its' priority to 10 (or lower), hoping to achieve completion, and you could
bring your production box to its' _KNEES_!  IMO, revoke *JOBCTL from the
users, and there'll be no discussion to be had...
