Hi Will,
I don't know of anyone who tried and gave up.  I have been involved with
at few MVS and VSE conversions.  Selecting a new, comparable product and
mapping the data over isn't hard, though it may be time consuming. 
Issues like retraining your staff, COBOL vs RPG, what to do with the
excess air conditioning, etc., may be a little stickier.  
I'd start with creating a list of the functions you have in the current
environment and matching that against the functions available in AS/400
software packages.  Determine how much of a fit you get from a "plain
vanilla" package and how much customization is required to get you the
same (or better) functions you have now.
>From there you can get an idea of hardware requirements and put together
a priliminary estimate of costs.  Of course, you knew all that.  Bottom
line, IMHO, is that once you get to the AS/400 platform you'll never
look back.  Good Luck.
