FWIW, this was discussed earlier this year on the CI$ Telecom forum.
While you should always be suspicious of these types of callers, this
is more of a potential threat to businesses using a PBX than it is for
"calls billed to your home phone number".  And it only works with some
PBX systems, depending on how they are programmed.  Basically, they
are asking you to dial 9 for an outside line, then 0# to get
transferred to an operator.  They then ask the operator to complete a
long distance call.

This just doesn't work except behind certain PBXs (and a few KSUs),
but inmates have plenty of time to search for companies where it does
work (and the receptionist is gullible).  What are they going to do if
get caught?  They are already in jail anyway...
