Two approaches come to mind. The first is, as others have pointed out, to use the sockets interfaces documented in the System API Reference. The second would be to use the Virtual Terminal APIs also documented in the same manual. The former will require a great deal of knowledge related to Telnet data flow; the latter will call for no knowledge of Telnet per se, but will require knowledge of the 5250 data stream (what you will get in the RPG program is the 5250 equivalent of the Telnet panel) and you will want a copy of the 5494 Functions Reference handy if you go this way.
