We have a line that is shared by multiple line descriptions. I'd like to
make some program decisions when one of the lines needs to be used. I
know I can use RTVCFGSTS to retrieve the state of the line. 

If it is active (return code = 60), how do I determine what it is doing
(program being run, etc.) and determine if it is running, has a message
waiting, etc.
