As a "techie", I'd do 1 & 2 first, and at the same time.  RPG IV is easy 
to pick up, and understanding Java will help out in the PC arena even if 
it fizzles.  The Masters and JDE are more problematic.  If you _have_ 
experience with JDE and want to specialise, you'll probably command a 
premium as long as JDE prospers in your marketplace.  The midrange 
industry probably doesn't care about the degree, but it's hard to find a 
good reason to deny one's self an education...

If you wanted to go management, I'd get the masters before RPG IV/Java (or 
simultaneously, if possible!)
