You may want to review the AS/400 International Application Development manual. In particular chapter 4 (General International Application Design) appears to be relevant with sections on Database definition, Display file design guidelines, and Printer file design guidelines. With proper design, you can support way more than just the two languages you reference and still maintain one physical set of data and one set of application code.
