Not that I'm aware of, but if the files are on separate boxes, you could use 
separate DDS source for each language. CHGPF will alter the column headings and 
text (and probably the CCSID also) if you specify the source member name. It 
would be possible to convert from one language to the other with CHGPF. I'm not 
sure if that helps at all, but it's all I can think of. Maybe you could write 
something to generate language specific DDS from template source members and a 
database containing the English and French COLHDG and TEXT values.
