     You can always (at the command line) issue the ovrdbf and opnqryf then 
     cpyfrmqryf to create a file that you can compile on. After the program 
     is created, you can dispose of the file.

Seems you are doing everything correct up until you tried to define the 
"K"  - specification for the file.
     
The OPNQRYF will sequence the file with the KEYED sequence you asked for.
     
Leave that space blank and read the file sequentially. It will have the KEYED 
sequence
that you asked for in your OPNQRYF command.
     
Becomes a problem when you want a specific record by KEY.
     
Maybe you can refine the OPNQRYF with a select condition and do straight reads 
in your
High Level Pgm ....
