European standard?  Looking at my handy NLS Reference Manual I see
the following standards in place within Europe (for the 30th day of
the 9th month of 1994):

   Bosnia      1994-09-30    (some good year 2000 formats)
   Bulgaria    1994-IX-30    (yep, that's IX)
   Latvia      1994.30.IX    (there's that IX again...)
   Romania     30.9.1994     (some unambiguous formats)
   Finland     30.09.1994
   Denmark     30-09-94      (and some alternative styles)
   UK          30/09/94
   Norway      30.09.94

I can certainly see why confusion may set in...
