Exit points such as QIBM_QWC_PWRDWNSYS, and the related exit programs, have their related information stored in an *EXITRG object. This information is maintained across release upgrades (assuming you don't do a scratch install which I wouldn't consider an upgrade anyway). Some Exit Points do have special considerations during early IPL processing (that is, before all of OS/400 is up and running).
