The Retrieve Job Information (QUSRJOBI) API format JOBI0600 returns
both the initial userid that started the job (decimal offset 18) and
the currently running userid of the job (decimal offset 91).  (These
offsets are base 0.)

The Retrieve Job Attributes (RTVJOBA) command returns both the initial
userid that started the job (USER) and the currently running userid
of the job (CURUSER).

The RPG Program-Status Data Structure returns the initial userid that
started the job (decimal offset 254).  (This offset is base 1.)
