I haven't an answer, just a question.  I use ibm.net as my ISP to connect
to the internet.  In configuring it one of the choices is for the IBM
secureIP.  At some point I asked someone and they told me it is the IBM
offering of a secure version of the internet, all on their secure lines. 
Is this option, coupled with tcp/ip, right  for the situation you
describe?
