Dean:

If the only thing that you want to do is strip the D10 and move parts to
the 170, you don't need a license to do that.

If you want to upgrade the D10 to a 170 (if that's possible), you can
just upgrade the hardware and purchase a software license for the 170.

Either way, I bet that a D10 license would be more than the cost of the
170's licensed programs, since OS/400 would be included in the price of
the 170.
