For performance measurement/tuning start with IBM's own Performance
Tools (5769-PT1 for V4R2).
You don't need the product to measure the performance, as that's part of
the base OS/400, you just need it for performance reports, modelling
etc.
There'a also a free product called Performance Monitor/400 (PM/400 -
5769-PM1) that's distributed with OS/400 at no cost.  This sort of does
a high level performance monitoring and transmits the summarized results
to IBM Rochester.  You can view summary reports via the PM/400 web site,
or get a more detailed report package for an additional cost.
A lot of what you were used to tuning on the mainframe is handled by the
AS/400 itself, so you may not need to mess with it as much.  OMEGAMON
was licensed for sale on the AS/400 from Candle by IBM a while back -
but I can't recall whether that agreement is still in place.  

One product that incorporates a performance tuning module, but is also
for unattended/automated operations, report distribution, chargebacks,
backup/recovery, paging, etc. etc. is called Robot/400 from help/systems
Inc.  
Seems to be a popular package, although I have no direct experience with
it.  They do run their own conventions for user training.  Check out
www.helpsystems.com

Suggest you also subscribe to a couple of the main AS/400 magazines
ASAP.
News/400 (check out www.news400.com ), and Midrange Computing (check
www.midrangecomputing.com ).
