Start looking at the standard tools the AS/400 is providing, much is there
inside the operating system.
One usefull tool which I always order with a new AS/400 is called
"Application development tools" (Licenced program 57xx PW1, xx changes with
release level).

Many tools can be bought, but I use mainly the build in tools.
