I installed SF46059 last week, and one of our programmers complained of the same thing immediately after he applied the service pack to his PC and rebooted. I wasn't seeing the same problem on my PC, but we found that what triggers this behaviour is if you have a network drive mapped to the AS/400 marked to reconnect at startup, then the Client Access connection icon doesn't appear on the active task bar.
