Not only is the year 2000 a matter of bits and bytes, those bits and bytes translate in to how calculations are done. We have had a program in place where the date field will pickup the year translated from date to text then back to date. No matter how you format in between, that date always comes back as the 2 character date format (ala missing Y2K cleanup). Come year 2000 we are going to have a program calculating interest rate payouts from 1920!!! Unfortunately your 'boss' has to realize that programs not only store data in a specific format, but developers write code specific to that date fromat. This means everywhere a date is used code be checked and tested. I sincerely hope others will help you instill the fear of disaster into him should he decide to think this is all just hoopla. Kudos to you for your wisdom.
