There are additional parameters on the FTP command that let you specify the CCSID. There are lots of these on the system, to cover all kinds of international situations. Take a look at page 9-42 or so of the TCP/IP manual v4 for more info. I don't know for sure which ones do what—someone else may be able to tell you more.
