Others will offer you a better, clearer answer, but:  I have had a similar
situation with keyboards.  Most terminal keyboards have the | as a
shift-1, yet a PC has the shift-1 as a |. And then newer terminal
keyboards had the shift-1 as an !.  I never really understood it, but it
has to do with the code page used, I believe.  Perhaps you can make a
code-page change and be home free?
