I had an exact opposite configuration but the same problem! We have an
AS/400 at v3r2 with one Ethernet and on Token Ring. Both configured for
IP. After installing the last service pack, not the current one but the
one before, I ran into this same problem the next work day!

My resolution was not an answer to why the problem was occurring. My
Token Ring clients were connecting the router to the AS/400 via T/R to
T/R. The PC5250 sessions were connecting T/R to Ethernet. NETSTAT
would show where the router connections for those machines were hitting
the Token Ring card but showed that the TELNET sessions were hitting the
Ethernet card. We had to change the HOSTS file in the Windows
directory. Evidently PC5250 does not use the same IP address that is
configured in the router. We had to change the IP address to that of
the Token Ring card. Once I did that on all 6 clients, I have not had a
problem since. Now all connections coming from these TR clients hit the
TR card on the AS/400. This did not explain what caused the problem but
did resolve the problem.

Evidently there is something wrong possibly with the encapsulation
process between Ethernet and Token Ring. It might also be an incorrect
interpretation of the data after it is routed over to the different
topology. If I remember correctly, the AS/400 was the last one to
receive anything. After the AS/400 received the packet with the "hang"
data, dead silence for that connection. My file systems were working
fine. I was also able to signon as QSYSOPR and work at Command Entry
fine (ie: WRKACTJOB, NETSTAT, WRKOUTQ, etc..) but everything would hose
up at the same point in our menu system when signed on with a normal
user id. You might want to run a trace on the line and cause the
connection to fail. This will give you a snap shot of the data that is
causing the connection to choke!
