[MI400] RE: V5R1 and TGTRLS (JeanMichel)

It is indeed correct that MI programs created on V5R1 will have a
targetrelease of V5R1. There is a PTF (sorry, I don't know which one, just
remember reading about it and passing it on to our system operator), which
allows a specification of the target release.
