I checked with the IBMers at COMMON and (despite the misleading info on
IBM's web pages) this is correct.  They have made the package available on
V4R5 (5769-WS1?) but as with V5 it is only "free" if you are on
subscription and already pay for RPG and PDM.  For V5 they have also
finally managed to make the package available for folks who don't own an
AS/400 - price I believe is US$800.

PS.  I also found out that the new C++ compiler runs in PACE so you have to
install that so "free" means $100 (?) unless you already have PACE.
Apparently this will be fixed in the future but for now it's some kind of
levy that has to be paid to the Unix Foundation (or something).
